Update: No you have not leveled up. Quit asking Todd

Despite a recent string of successes killing 3 goblins and a fish that bit him local player Tod has not leveled up. The DM who uses milestone instead of the vastly superior exp was quoted as saying "why would that earn a level up?" to the complete confusion of all involves.
Soon after in a series of wolf fights todd fiercely slew 4 wolfs. However, his level-up continued to be denied. Todd was quoted as saying "it's like 4 wolfs if this were my table that would be at least 3 levels." Upon investigation, it has been revealed that Todd has never run a game, but if he did the players would reach level 20 in 3 sessions.
At the end of the adventuring day Todd slew an ogre. The DM then pulled a fierce and unfair trick by declaring they have met the required experience but they would be using a variant that required them to train with downtime to level up. Todd was quoted as saying "this is unfair," "what an outrage," and "I stay in the flying squirrel inn for one week."
